The release broke a long deadlock over POW's and when POW's would be released in the future and which jeopardized the further release of U.S. POWs from Hanoi. Thieu served as chief executive of South Vietnam 54-days short of 10-years, longer than any other Saigon Leader. They are part of the Convoy of Tears from the abandoned Central Highlands. An estimated 1.5 million persons are feared trapped in Da Nang, which went under Communist control.
